Application seems not to be using the config file

Hi,

I have an odd problem since I updated net-responsibility couple days ago compiling from sources of the latest trunk from Bitbucket. The application sends reports every 10 minutes even though the email freq is set to 0 (i.e. disabled). Here is my local config.xml file. The same config is saved online in my profile:

Putting in a different number in the reportFrequency field doesn't seem to stop net-responsibility to send emails so often. Do you have any ideas how I could diagnose it?
